Oklahoma insurance company counts and regulatory records
The Department's 2025 annual report prints insurer counts, licensee figures, complaint activity, and legal activity as separate records. This page does not add them together and does not rank insurers.
Domestic insurers. Foreign insurers are a separate printed count and are not added to this figure.
Foreign insurers, printed as out of state. This is not a domestic count and not a producer count.
Named company rows, business entities, appointments, and a surplus-lines licensee roster were not acquired.
Insurer counts
The Oklahoma Insurance Department 2025 Annual Report prints 88 domestic insurers and 1,794 foreign insurers. The report does not print a combined total, and this page does not create one. Premium volume is printed as $43.8 billion. That figure is rounded market volume, not an exact dollar amount and not a company count. Named company rows were NOT_ACQUIRED. A separate licensed-company market-share PDF was not downloaded. Captive, examination, and receivership counts were NOT_ACQUIRED. Retrieved 2026-10-06. SHA-256 8e9d26e8465d6fdc9ec442459d8014ea56d41cbadebc5317ec95a2934245d591. 2025 Annual Report. Legal and comptroller figures are labeled FY25 or fiscal year 2025. The insurer counts have no more precise as-of date in the report.
Printed licensee figures
Resident producers: 23,166. Resident adjusters: 3,627. The report also prints 342,456 total licensees. Those two resident classes do not equal that total, and the report does not itemize the remainder. 342,456 is not one insurance population. Business entities, nonresident producers, nonresident adjusters, and appointments were NOT_ACQUIRED. Continuing-education courses offered: 10,544. Courses approved: 5,007. A course is not a licensee. A person is not a company. An appointment is not a license.
Complaints and external reviews
Complaints: 3,379. Money recovered for complaints: $10,856,381. External reviews: 529. Money recovered for external reviews: $148,099. The report also prints 3,379 feedback inquiries. It does not say those inquiries are the same rows as the complaints. The line split is life and annuity 280, commercial 142, miscellaneous 119, accident and health 863, homeowners 954, and auto 1,021. That split equals the printed complaint count. It is not a second complaint population. Provider-level rows were NOT_ACQUIRED. A complaint is not a finding.
Legal activity
For FY25, the report says the Legal Division handled 122 consumer-assistance referrals, which resulted in 77 fines totaling $46,400. EAGLE mediation referrals: 55. EAGLE mediations facilitated: 8. Anti-fraud referrals: 64, with 2 censures, 1 one-year license probation, 1 license revocation, 3 six-month license suspensions, and 9 fines totaling $9,000. Orders issued: 157. Hearings held: 21. Fines collected: $258,871. The report does not say the collected total includes the two referral fine amounts, so those figures stay separate. None of this is a licensee census. The order corpus itself was NOT_ACQUIRED. Exact canonical attachments 0. Name-only adverse joins 0.
Tax and fee collections
Fiscal year 2025 surplus-lines tax revenue is $65,409,556. That is tax collection, not a surplus-lines licensee count. Licensing permits and fees are $63,578,719. Those fees are not a licensee roster. A surplus-lines licensee roster was NOT_ACQUIRED.
